in the existing regulations regarding the thickness of

walls, Here we have in Section C a legal portion of a wall

14 inches thick and 28 feet high at a distance of 27 feet

from the ground, but we may not have as in Section D a wall

14 inches thick 27 feet 6 inches in height at a distance of

only 3 feet from the ground, In other words, it would

framer seen that the somer of the Ordinance considered that a

wall grew stronger as it grew higher. I an informed that

no such anomoly exists in the London Building Act, If the

Government on re-consideration cannot see its way to grant

this very reasonable modification it will mean a consider-

able amount of money being unnecessarily wasted, more

particularly in the case of party walla in Terraces of

houses and front walls protected by verandahs, and I ask

that this matter should be further considered by the

Government with a view to granting the modification.

With reference to Condition 22 in your letter under

reply, as I was not clear in my mind as to its exact meaning

I applied for and was granted an interview by His Excellency

the Governor on Thursday last, the 3rd instant. At that

interview I pointed out that as no person of other than

Portuguese extraction would be allowed to take a Sub-Lease

in the reserved area it was clear that Debenture-holders

would have only these to look to for payment of their

principal and interest; therefore if this purpose should

fail and the land revert to the Government the Debenture-

holders under the scheme would be entirely unsecured,

that under these circumstances it was quite impossible to
